You can check with the wildlife people, or a lawyer about ny specific laws, but as far as i know you need no licence to owna monkey in new york.

Once I got to the train station, I stole a man's laptop, and have been replying to Monkie Forums ever since. Listen, if you want to bring a monkie to New York, the best way is NOT on the top of a train. The tops of trains are very cold, and trains move surprisingly fast. Good thing I have imposiable thumbs instead of toes, or I wouldn't have survived that train ride. Well, the man wants his laptop back, so I'm going to let you go.

monkeys are illegal in New York City (the 5 boroughs). There are parts of New York state in which they are legal but within the city limits they are banned.
